Several training departments I've worked for in the past seek control of the training and content--as opposed to other groups assisting or creating their own; thus, creating a culture of control with oftentime highly sanctioned collaboration. Put legal and compliance issues in the mix, and this hampers down collaborative opportunites even more. What have other people done to work through the politics and encourage collaboration...and, frankly, get past the control freaks?
